US economy adds 88K jobs, rate drops to 7.6 pct.

(AP) ? U.S. employers added just 88,000 jobs in March, the fewest in nine months and a sharp retreat after a period of strong hiring. The slowdown may signal that the economy is heading into a weak spring.

The Labor Department said Friday that the unemployment rate dipped to 7.6 percent, the lowest in four years, from 7.7 percent. But the rate fell only because more people stopped looking for work. People who are out of work are no longer counted as unemployed once they stop looking for a job.

The percentage of Americans working or looking for jobs fell to 63.3 percent in March, the lowest such figure in nearly 34 years.

Stock futures sank after the jobs report was released at 8:30 a.m. Eastern time.

March's job gains were less than half the average of the previous six months, when the economy added an average of 196,000 jobs a month. The government said hiring was even stronger in January and February than previously estimated. January's job growth was revised up from 119,000 to 148,000. February's was revised from 236,000 to 268,000.

Several industries cut back sharply on hiring in March. Retailers cut 24,000 jobs after averaging 32,000 in the previous three months. Manufacturers cut 3,000 jobs after adding 19,000 the previous month. Financial services shed 2,000.

The Labor Department uses a survey of mostly large businesses and government agencies to determine how many jobs are added or lost each month. That's the survey that produced the gain of 88,000 jobs for March. It uses a separate survey of households to calculate the unemployment rate.

In March, the number of people either working or looking for work fell by nearly 500,000. It was sharpest such drop since December 2010. And the number of Americans who said they were employed dropped nearly 210,000.

Average hourly pay rose a penny, the smallest gain in five months. Average pay is just 1.8 percent higher than a year earlier, trailing the pace of inflation, which rose 2 percent in the past 12 months.

"This is not a good report through and through," Dan Greenhaus, chief economic strategist at brokerage firm BTIG, said in a note to clients.

Economists had hoped that the bigger pay increases in recent months would continue and boost Americans' ability to spend.

Some economists said they expect a slowdown this spring, though not as bad as in the past three years.

"We don't anticipate the slowdown becoming too severe, not when the housing recovery is firing on all cylinders, but it is a reminder that the U.S. is still unable to sustain what used to be just average rates of growth," said Paul Ashworth, an economist at Capital Economics.

The decline in the work force reflects several trends, economists say: Many of those out of work become discouraged and give up on their job hunts. And as the population ages, more people are retiring.

And Gary Burtless, senior fellow in economic studies at the Brookings Institution, notes that many Americans have likely stopped looking for work because their unemployment benefits have run out.

"If people aren't collecting benefits, they have one less reason to be out pounding the pavement looking for a job," Burtless says.

Most analysts think the economy strengthened from January through March, helped by the pickup in hiring, a sustained recovery in housing and steady consumer spending. Consumers stepped up purchases in February and January, even after Social Security taxes increased this year.

Still the higher taxes have reduced paychecks. And many economists say steep government spending cuts that began taking effect March 1 will slow growth in the spring and summer.

Nariman Behravesh, chief economist at IHS Global Insight, said employers may be slowing hiring in anticipation of the impact of the spending cuts.

As federal agencies and contractors cut back in coming months, Behravesh expects jobs growth to average 100,000 to 150,000 a month, down from an average 212,000 from December through February.

"The good news is that this is happening at a time when the private economy is gaining momentum," Behravesh said. He expects hiring to pick up after mid-year.

Mark Vitner, an economist at Wells Fargo Securities, thinks the economy expanded at a 3.2 percent annual rate in the first quarter. But he forecasts that growth will slow to a 2 percent annual pace in the current second quarter, and then rebound after the impact of the government spending cuts fades.

Russia: NKorea suggests evacuating diplomats

MOSCOW (AP) ? Russia's foreign minister says Moscow doesn't understand why North Korea has suggested that Moscow and other countries close their embassies in Pyongyang, and he says he's concerned about the high tensions on the Korean peninsula.

Minister Sergey Lavrov was quoted Friday during a visit to Uzbekistan as saying that Russia is in touch with China, the United States, Japan and South Korea ? all members of a dormant talks process with North Korea ? to try to figure out the motivation.

"We are very perturbed about the supercharged tensions, which for now are verbal. We want to understand the causes of this proposal," Lavrov said, according to the Russian state news agency RIA-Novosti.

About two dozen countries have embassies in North Korea. A spokesman for the Russian embassy there, Denis Samsonov, told Russian media that the embassy was working normally.

Russia has appeared increasingly angry with North Korea as tensions roiled following a North Korean nuclear test and the country's subsequent warnings to South Korea and the United States that it would be prepared to attack.

Russian Foreign Ministry spokesman Alexander Lukashevich on Thursday strongly criticized North Korea for its "defiant neglect" of U.N. Security Council resolutions. A ministry statement Friday after the embassy evacuations proposal said "We are counting on maximum restraint and composure from all sides."

A spokesman for Britain's Foreign Office said his government was considering its next move in North Korea but that it regarded the North Korean suggestion to embassies as an effort to portray the United States as a threat.

There's not a lot of detail on what you'll be getting, although you will be able to watch "all" of WWE's pay-per-view events direct from the Microsoft console. (AP) ? Stocks edged higher in early trading on Wall Street Thursday, paring some of their losses from the day before.

The Dow Jones industrial average rose 22 points, or 0.1 percent, to 14,592 as of 10:28 a.m. EDT. The Standard & Poor's 500 index rose two points, or 0.1 percent, to 1,559. The Nasdaq composite slipped seven points to 3,211.

Signs that the economy cooled in March has dampened optimism about the economic recovery and pushed stocks down from record levels. The Dow fell 111 points Wednesday, its biggest drop in more than a month, following weak reports on hiring and service industries. On Monday an industry group reported that U.S. manufacturing growth slowed unexpectedly last month.

The gains were led by safer industry groups. Materials and telecommunications companies led the gains for the S&P 500, rising 0.7 percent and 0.5 percent respectively. The Dow Jones utilities index rose 0.5 percent.

Signs of the slowdown continued Thursday. The number of Americans seeking unemployment aid rose to a four-month high of 385,000 last week, the Labor Department said.

In overseas markets, Japanese stocks jumped and the yen sank after the country's central bank announced a bold new approach for fixing the world's third-largest economy. The yen weakened 3 percent against the dollar, to 95.94 yen, while Tokyo's Nikkei stock index rose 2.2 percent to 12,634.54.

The Bank of Japan, under new Governor Haruhiko Kuroda, surprised markets by announcing it would massively boost stimulus to stoke inflation and get the economy out of its two-decade stagnation. The bank said it would greatly increase the country's money supply.

U.S.-listed shares of Japanese automakers rose sharply. A weaker yen would make Japanese vehicles less expensive in markets outside Japan, and therefore more competitive. The U.S. shares of Toyota rose $4.43, or 4.4 percent, to $105.31, Honda's rose $1.93, or 5.2 percent, to $39.13 and the Nissan's rose 84 cents, 4.5 percent, to $19.66.

The yield on the 10-year Treasury note, which moves inversely to its price, fell to 1.78 percent from 1.81 percent a day earlier. The yield on the note has fallen in the last month as investor demand for less risky assets has increased following the crisis in Cyprus and signs of a slowdown in the U.S. economy.

Among stocks making big moves.

? Facebook edged higher, rising 27 cents, or 1 percent, to $26.52 ahead of an event Thursday where it is expected to unveil a new Android product as it seeks to boost its mobile ad revenue.

A Huawei executive has admitted that the company doesn?t expect to see any individual growth in the U.S. market this year. The statement comes following the U.S. government?s increased pressure for wireless providers to drop the company?s telecom equipment. It has been alleged that Huawei and ZTE are in cahoots with the Chinese government and pose a potential threat to national security.

In an interview with The Wall Street Journal, Huawei?s vice president in charge of the company?s wireless network marketing, Bob Cai, revealed that recent security concerns over its network infrastructure equipment has effectively shut it out of the country and as a result it will experience no growth in the U.S. market.

Huawei is expected to see global growth of at least 10% this year, a decline from 11% in 2012. The company?s mobile devices and network equipment remain popular in Asian and European markets, however government officials in Europe are also cautious about carriers? relationship with the Chinese company.

The Hybrid Memory Cube Consortium has been almost too patient in developing a standard for for its eponymous technology -- efforts began 17 months ago -- but it at last has more than good intentions to show for its work. Its just-published HMC Specification 1.0 lets companies build platforms and RAM with 2GB, 4GB and 8GB chips incorporating the stacked, power-efficient technology, all without compatibility jitters from other supporters. The completed spec is a scorcher when living up to its full potential, too. With eight links, a memory cube can reach a peak 320GB/s (yes, that's gigabytes) of aggregate bandwidth -- more than a hair faster than the 11GB/s we often get from existing DDR3 memory.

The Consortium is teasing us with more. Although we'll have to wait until the second half of the year before HMC 1.0 products appear in earnest, the Consortium already has a next-gen blueprint due in early 2014 that should nearly double individual data link speeds (from 15Gbps to 28Gbps). While we'd like to see the group walk the walk with real products before it talks more talk, there's still a chance that some memory performance bottlenecks could vanish for a good, long while.
